Policy  

In order to preserve and best utilize the fiscal resources of the state, all cash equivalent funds in excess of Operational and reserve requirements should be invested in such a manner as to provide maximum protection of principal, liquidity sufficient to meet daily payment obligations and demands, and provide a reasonable return on investment while conforming to all state and federal statutes and rules governing the investment of public funds.
