Provide assistance with education costs to 55 and older students, who have a disability, a previous conviction or limited English proficiency. Qualified programs of study include health care, information technology and green jobs.

Provide scholarships, advising, tutoring and resources to low-income students under 30 years of age, including support for high school/GED completion and ABE/ESL students.
