CONSTITUTION
& BY LAWS

NATIONS COUNCIL
OF
Preamble
We as members of the First
Nations people of the
ARTICLE
I
Name
of Organization
Section 1. The name of this organization shall be
known as
ARTICLE

Purpose
Section 1. The purpose of this organization shall be:
a. To better educate ourselves in the
knowledge and history of the First Nations people and their traditional
practices.
b. To develop and participate in programs
both traditional and non-traditional activities in which we share our knowledge
with each other, and the community.
c. To promote education, leadership, and
citizenship from our members.
d. To promote recognition of
e. To provide a cultural exchange aimed at
projects and programs representing awareness of the diversity of Shoreline's
campus.
f. To maintain and facilitate a network of
social resources, educational and employment and opportunities directed at
First Nation students and the divers college community.
g. To act as the official voice
representing the First Nation students and First Nation issues within the
diverse college community.
ARTICLE
III
Membership
Section 1. Membership of the First Nations Council shall constant of
any enrolled student of
Section 2. There shall be three classes of membership.
a.
Regular Membership
shall be composed of students of Native American Decent.
b.
Associate Membership
shall be composed of any student with an avid, active interest in First Nations
Culture and or issues.
c.
Honorary Membership
shall be composed of any faculty/staff or campus individual with an avid,
active interest in First nations Culture and or issues.
Section 3. The First Nations Council shall not discriminate on the
basis of gender, ethnic origin, age, physical challenges, sexual orientation,
religion, nationality, and all other qualities that have no bearing on a
student's ability to serve.
Section 4. Active Membership of the First Nations
Council shall be conveyed on any qualified student who meets all requirements.
All members will have the right to vote on all organizational matters and the
right to participate in all First Nations' activities and meetings.
a.Active
member shall be defined as members who attained 3/4 of monthly meetings.
b. Active members will have first
opportunity for trips and activities.
c. Membership shall be from September 1
through August 31.
ARTICLE
IV
Officers
Section 1. Eligibility: All regular Active members shall be eligible
for office.
Section 2. Traditional First Nation belief hold that everybody's opine
is important, so to shall we have ever members opine voiced.
a.
The First Nations
Executive Council shall consist of Chairperson, Co.Chairperson,
Secretary/Historian, and Treasurer.
Section 3. Duties of Executive Council
a. The Chairperson shall preside at all
meetings, and responsible for the execution of meetings and committees. The
Chairperson shall be the official spokesperson and sign all documents as
authorized, required or directed for the First Nations Council shall perform
such duties as the executive council shall prescribe.
b.
The Co.-Chairperson
shall assist and act in place for Chairperson in the absence of. The
Co.-chairperson will assist and oversee all committee functions, and aid in the
development to be taken to assist in the obtaining of committee members shall
perform such duties as the executive council shall prescribe.
c. Treasurer shall be responsible for all
correspondence and for keeping accurate accounting records for the First
Nations Council. They shall file monthly reports as required by SCC. Under the
direction of Chair and Co.-chair shall perform such duties as the executive
council shall prescribe.
d.
Secretary/Historian
shall be responsible for keeping accurate records of all meetings and maintain
all photographs, print, and other materials pertaining to the organization's
activities. Under the direction of Chair and Co.-chair shall perform such
duties as the executive council shall prescribe.
e.
All Executive Counsel
shall give at least 24 hours notice of inability to attend a called meeting (a
courtesy call in case of sudden illness will be given).
ARTICLE
V
Powers
and Meetings
Section 1. Authority: The Membership shall be the body responsible for
the management of the affairs of Shoreline Community College First Nations
Council.
a.
To serve as a policy
making board and carry out the fair and equal treatment of First Nations.
b. To consider and act upon proposals
affecting the welfare of individual members.
c.
To approve unusual
expenditures of funds that are not provided for in the
regular annual budget of the First Nations Council.
d. To perform such other duties and
exercises other such powers as maybe provided elsewhere in the constitution and
bylaws.
e.
All actions of
Executive Council shall be subject to review and approval of all active
membership of
Section 2. Regular Meetings: The First Nations Council shall
meet once a week, during any given quarter. With the
exception of finals week, in which case the membership will determine if and
when to meet.
Section 3. Special Meetings: Special meetings may be called by
Chairperson, or Executive Council, or upon written request of membership who
give a week notice of time, agenda, location.
Section 4. Agenda: The agenda for the membership shall be prepared by
the Executive Council. Suggestions, concerns of membership can be added.
Section 5. Attendance; Regular meetings will be open to all who wish
to attend. Non-members will only be able to participate, or be recognized, if
invited by membership, or if on the agenda.
ARTICLE
VI
Executive
Committee
Section 1. Authority: Between meeting of the
regular membership, the Executive Committee shall be empowered to take ordinary
action on behalf of the membership when there are matters of emergency that can
not wait until the next membership meeting
Section 2. Membership: The Executive Committee shall be composed of
the members of the Executive Council.
Section 3. Vacancies: Vacancies in offices shall be filled by
appointment of the Executive Committee, subject to ratification by the
membership at the following meeting.
Section 4. Quorum: 3/4 of the Executive Committee shall constitute a
quorum.
Section 5. Removal from Office: The membership shall be empowered to
remove any officer for just cause in accordance with Parliamentary Rule and
Procedures as required in Article XI.
Section 6. Agenda: the Chairperson shall prepare the agenda for all
meetings of Executive Committee with input from the Executive Committee.
Section 7. Advisor: The Advisor does not need to be present art all
regular meetings. The Advisor should be, but is not required, present at all
Executive Committee meetings.
Section 8. Reporting: The Executive Committee shall report any and all
action taken under Article VI, Section 1, at the next regular meeting.
ARTICLE
VII
Elections
Section 1. Annual: There shall be an annual election meeting at the
end of Spring Quarter, at which time the newly elected Executive Counsel shall
immediately assume their offices.
Section 2. Term of Office. The term of office shall be one year or
the four consecutive quarters.
a.
Summer (activities
optional), Fall, Winter, and Spring.
b.
Executive Council
members can serve more than one year.
Section 3. Balloting: Balloting shall be a secret ballot.
Section 4. Canvassing Committee: The Executive Council shall appoint an canvassing committee composed of two regular members and
one advisor, who shall tally the ballots. Ballots determined by plurality.
Section 5. Nomination: Any member may nominate a regular member for an
Executive Counsel position or any member for a Trustee position by orally
announcing such nomination at the annual election meeting.
ARTICLE
VIII
Finances
Section 1. Collection/Disbursement of Funds: The Secretary Treasurer
is responsible for the collection, disbursement, and accounting for all
finances and moneys of the First Nations Council.
Section 2. Allocation/Authority: The Executive Counsel is authorized
in the allocation of funds of the First Nations Council. The Secretary
Treasurer, with one other Executive Council member's signatures are needed prior to disbursing any moneys, or expenditures.
Section 3. Reporting: The Secretary Treasure will make monthly reports
to the SCC Senate as required.

X
Amendments
to By Laws
Section 1. The Constitution and by-laws may be amended by the
membership at meeting called for that purpose, following the guidelines for a
Special meeting as in Article V, Section 3.
ARTICLE
XI
Rules
of Order
Section 1. Robert's Rules of Order, revised, shall be the authority on
question of Parliamentary Rule and Procedures.

XII
Ratification
Section 1. This constitution and by-laws will be ratified by a
3/4-majority vote of the membership.
