Blackboard will not randomize the order of the answers in each question; you must manually do that when creating tests. Blackboard allows you to pull questions randomly from a pool, and then when deploying a test, you can select this test option: "Randomize Questions. Randomize question for each Test attempt." The effect of this setting is that each student will see a different order of questions per his/her attempt on the assessment. So, if a student experiences technical problems while attempting to take an exam and asks you to reset the exam, he/she could see a completely different exam with new questions and/or some of the same questions, just in a different order.
